I believe that 117 is the answer. While the order of operations may be incorrect here, I found a pattern. So, 3+3 * 4 = 28. So 6 * 4 = 24 THEN + 4, which is the number that is being multiplied here equals 28.
4+4 * 6 = 54. So 8 * 6 = 48 THEN + 6 (the number being multiplied is added).
5+5*7 = 77, or 10*7 = 70 THEN + 7, the number being multiplied.
Now, 6+6 * 9 = ?, so following the same pattern, 12 * 9 = 108 THEN + 9 is 117.

( 1 + (3 + 3)) * 4 = 28 ( 1 + (4 + 4)) * 6 = 54 ( 1 + (5 + 5)) * 7 = 77 ( 1 + (6 + 6)) * 9 = 117

((3+3)(4))+4=28 ((4+4)(6))+6=54 ((5+5)(7))+7=77 ((6+6)(9))+9=117

I hope the formatting isnt atrocious. :)
