    Is this too vague?

    I can only think that it's:

    1 % 9 % 8 = 1 2 % 8 % 9 = 2

    Interesting idea. There's a way to get the answer to 2+8+9 without using mod though.

    if the addition operator is substituted for the exponent operator then 198 = 1

    That means 289 is about 1.2 x 1040000000 (assuming ^ is right associative)
